Summary
The proposed bill prohibits the wearing of facial coverings when worn with the intent to intimidate or threaten another, or to conceal one’s identity in the commission of an unlawful activity; and prohibits the wearing of “ski-masks”, as defined in Section Two of the bill, in certain areas of the City, while on public transportation and in public transportation related facilities, and on private property without the express written permission of the owner, lawful tenant or occupant of the property. The bill also provides for penalties for violations.
